Execution of imprisonment can be considered a part of ensuring of the citizen security. In compliance with the idea and with respect to the significant growth of the prison population, the representatives of the Ministry of Justice of the Czech Republic have signed a contract on elaborating a Feasibility Study of the Construction of Private Prison in Rapotice. The ambition of the project was to find the solution to the nonconforming accommodation conditions of the imprisoned persons and also, by the means of the proposed changes, to reach the cost reduction of securing the services while maintaining the quality of the process of re-education. The objective of this contribution is not to present a critical analysis of the proposed PPP form of the project, but to draw the attention to two basic barriers to entering the present system that cause - from the possible private investor's or operator's view - a certain risk and may have an impact on the profitability of the project and at the same time creates demotivating conditions for the private partner. | ||
